Scope and Contents

This single bound volume contains a collection of clippings from the Detroit News from January 1 to June 1,1939, covering political and governmental affairs in Michigan. The bulk of this information deals with the State Civil Service controversy, the reorganization of the Welfare Department, the merit hiring system, and the reopening of gambling houses in Macomb County. Key government officials featured in this collection include Governors Frank D. Fitzgerald and Luren D. Dickinson, State Personnel Director William Brownrigg, State Highway Commissioner Murray Van Wagoner, and Grand Rapids Republican Leader Frank McKay.

Biographical Note

Ruth Bowen was a prominent figure in Michigan social work in the 1920s and 1930s. She was head of the Social Service Bureau in Lansing from 1918 until 1933, when she became the Ingham County Relief Administrator. In January 1937, she was appointed to head the Social Works Section of the State Works Progress Administration. Bowen also taught at Michigan State College (now Michigan State University) from 1929 to 1934 as a part-time instructor in the Sociology Department.
