Historical Note

Proposal C was a tax measure on the ballot in the November 1984 election. The amendment had three main components: it would require a public vote to raise any state or local taxes; it would require a four-fifths vote of the appropriate legislative body to boost fees or permit changes; and it would limit non-residental income taxes to one-half of one percent (0.5%).

The Promote Michigan Committee was a statewide organization that included business, labor, industrial, educational, religious, and public sector groups. The purpose of the Promote Michigan Committee was to defeat Proposal C which they accomplished.
