Biographical / Historical
In 1977 Spain held the their first general election since Francisco Franco; the last one having been held in 1936. After four decades of Franco's dictatorship, democracy was restored. The constitution of 1812 had been suspended when Franco came to power. In 1978 the current constitution of Spain was enacted. The sovereignty power emanates from the people, so it's the very same people who give the king the power to reign over the country.
